According to the basic town-planning concept, Block 23 consists of three types of buildings divided into several spatial groups.

The first type are the residential Cowers with groundfloor plus 16 floors; the second type of buildings has the groundfloor plus ten floors and there are two buildings approx. 280 m long; the third type of buildings is a fret (meander) type with the groundfloor plus four floors and they are located on the east and west border of the block.
§ The following principles have been adopted for modeling of residential units:
- to determine the basic Core of the unit around which the common activities of the family circle take place;
- to identified core should allow for parallel circulation of different needs (as for example: old-young);
- multipurpose use of the unit enabling its changeability;
- connecting and separating of space due to family growth;
- application of circular communications within the flat;
- dividing the basic flat unit into two parts: one solely for family use, and the other for social contacts.
