§ The level 100 is occupied lay performers and participants, staff, journalists, TV studio, storages, etc. Public entrances are on the level 200. Commercial boxes and a club-restaurant with 900 seats in total are on the level 300. Gallery for spectators is for 9,000 people and is on the level 400. The technical premises occupy levels 500 and 600.

§ The hall is intended for the following shorts and other programmes: table tennis, tennis, handball, indoor football, gymnastics, athletics, horse racing sports, ice hockey, figure skating, artistic programmes, concerts, theatre performances, circus shows, etc.

§ The roof and stands structures are completely divided and operate independently. The roof structure is supported by 14 columns and is formed as double band, where the upper band is of reinforced concrete and the lower one of prestressed cables. When forming the roof the counter inclination motif was introduced giving the illusion that the roof is lighter, that it floats or that it only rests. The total weight of the main roof structure which was lifted is 3,450 t, and the column upward acting forces were around 220-280 t, and therefore on the top of the columns 96 hydraulic jacks of 45 t each were placed. The constructive solution of the roof structure is for the time being unique in the world. Having in view the programme demands and a permanent ice rink, different types of floors are a precondition for good functioning of the arena. For the performances using ice the seating arrangement is fixed. For the performances using "dry" floor, the ice rink remains, and over it the boards of hard thermal insulation are placed, and over them the "multivalent" floor boards so that the whole arena area of 5,000 m2 is leveled thus obtaining the base on which an adequate floor can be placed as the final finish.
